Elk River Watershed

Details

The upstream portion of this watershed lies in the Chequamegon National Forest, where the Elk River begins. Much of the watershed is wetland. This watershed contains a number of county-owned dams built in the 1930s and 1940s to create recreational flowages, which now have extensive shoreline development. Because these flowages have low, flat shorelines, failing septic systems may be a problem. A number of Class I trout streams are found in this watershed, including Carpenter Creek, which encompasses a DNR Fisheries Area. Ninemile Creek and Foytik Creek flow through private land. There is no water quality information for these streams.

Ecological Landscapes for Elk River Watershed

Ecological Landscapes

The North Central Forest Ecological Landscape occupies much of the northern third of Wisconsin. Its landforms are characterized by end and ground moraines with some pitted outwash and bedrock controlled areas. Kettle depressions and steep ridges are found in the northern portion. Two prominent areas in this Ecological Landscape are the Penokee-Gogebic Iron Range in the north extending into Michigan, and Timm's Hill, the highest point in Wisconsin (1,951 feet) in the south. Soils consist of sandy loam, sand, and silts. The vegetation is mainly forest, with many wetlands and some agriculture, though the growing season is not as favorable as it is in southern Wisconsin. Lake Superior greatly influences the northern portion of the Ecological Landscape especially during the winter season, producing greater snowfall than in most areas in Wisconsin. The historic vegetation was primarily hemlock-hardwood forest dominated by hemlock, sugar maple, and yellow birch. There were some smaller areas of white and red pine forest scattered throughout the Ecological Landscape, and individual white pines trees were a component of the hemlock-hardwood forest. Harvesting hemlock to support the tanneries was common at the turn of the century, and the species soon became a minor component of forests due to over-harvesting and lack of regeneration. Currently, forests cover approximately 80% of this Ecological Landscape. The northern hardwood forest is dominant, made up of sugar maple, basswood, and red maple, and also including some scattered hemlock and white pine pockets within stands. The aspen-birch forest type group is also relatively abundant, followed by spruce-fir. A variety of wetland community types also are present, both forested and non-forested.

Phillips Chain O'Lakes Assoc: Phillips Chain Ais Control & Preservation Project - Implementation Phase 1: The Phillips Chain of Lakes Association is sponsoring an AIS control project. In recent years Eurasian Water Milfoil (EWM) has infested the Chain, and negatively affected the native vegetation species and has degraded the general ability for residents and tourists to enjoy the lakes. The lake association completed an Aquatic Plant management Plan in 2011. This control grant implements recommendations listed in the approved plan including a whole lake chemical treatment on Wilson Flowage.

Project goals includes: 1) Wilson lake Point-Intercept Survey( Summer 2012); 2) Whole Lake EWM herbicide treatment on Wilson Lake; 3) Spot EWM Treatment on Long and Duroy Lakes; 4) EWM peak biomass surveys; 5) Pre/Post evaluation monitoring; 6) Residual 2, 4-D sampling; 7) Clean Boats Clean Waters monitoring Program; 8) Purple loosestrife Control program.

Project deliverables include: A final report discussing the results of the surveys and recommended treatment strategies for 2013.

Price County: Musser Lake Early Detection Invasives Control: The Price County Land Conservation in cooperation with the Musser Lake Association will sponsor a project to treat curly-leaf pondweed in Musser Lake, with the goal of early eradication. 38 small areas containing CLP have been marked by the lake association and monitored to date. Beginning in Spring of 2005 areas will be treated in accordance with the Department issued Aquatic Plant Management permit. Follow up treatment of these areas and/or new areas will be conducted in Spring of 2006 and 2007. The association will also provide an educational component to teach area residents of the dangers of aquatic invasive species and control/prevention measures, as well as giving periodic project updates.

Products:

1) Pioneer beds of curly-leaf pondweed will be chemically treated in accordance with the Department issued Aquatic Plant Management permit.
2) Pre and post treatment surveys (for known and unknown areas of infestation), mapping the location and densities of CLP, will be conducted.
3) Follow up treatment and monitoring of affected areas will continue in 2006 and 2007.
4) Annual progress reports and a final report will be made available to the DNR, Price County Land Conservation Dept., local lake associations, districts, and media.

Musser Lake Association: Musser Lake Detection Invasives Control Project: The Musser Lake Property Owners Association in will conduct an early season herbicide treatment on ~ 25 acres of Curly Leaf Pondweed (CLP). CLP was discovered in 2004. Through Price County the association received a rapid response grant in 2005 and treated in 2005, 2006 and 2007 with good success. The association is currently planning to develop APM plan by applying for a future AIS grant.

The project includes the following goals: 1) An early season herbicide treatment on ~ 25 acres of CLP in Musser Lake to control the spread; 2) Monitor the CLP throughout the year to determine success of the herbicide treatment and to continue the mapping of CLP; 3) Prevent the spread of CLP to downstream water bodies.

Project deliverables include: 1) A final report summarizing the outcome of the treatment including a description of declining CLP populations in treated areas and the response of native aquatic plants; 2) CLP will be mapped prior to treatment and after treatment. The lake will be surveyed for CLP in mid July through Mid August after the herbicide treatment to determine efficacy of the treatment and regrowth.

Project activities/goals include: 1) Restoration of native vegetation species by inhibiting the growth and spread of EWM to the greatest degree possible and practical; 2) Monitor and measure the effectiveness of the drawdown by conducting 4 point intercept aquatic plant surveys (1 pre 2008 and 3 post (2009, 2010, 2011)); 3) Install leased aerators to maintain the oxygen levels in areas to minimize or prevent winter fish kill that could occur as a result of drawdown; 4) Educate the local community and lake residents about the reasons for the planned drawdown making sure lake association members are informed about this project; 5) Monitor Milfoil weevil presence; 6) Monitor emergent plant growth response to drawdown.

Solberg Lake Association: Solberg Lake Phase Ii, Aquatic Plant Management Plan: The Solberg Lake Association will conduct a two phase aquatic plant management project. Elk River WatershedWatershed History Note

The City of Phillips is located in the Elk River Watershed in Price County. As the railroads and lumber companies made their way to the northern pine forests, the city grew along the eastern bank of Elk Lake on the Elk River. A fire destroyed much of the city in 1894, but many of the red brick buildings built after the fire are still standing today. As the timber played out, many farmers from Eastern Europe bought the cut over land, built fine rock fences and raised their families. Downtown Phillips catered to their needs for hardware, dry goods and groceries, filling the gaps on Main Street with wood frame storefronts. Most businesses had at least one clerk who spoke Czech, and St. Mary's Catholic Church held service in both Bohemian and English. Phillips is home to the Wisconsin Concrete Park, an outdoor museum comprised of 237 embellished concrete sculptures and objects built by retired lumberjack Fred Smith. Fred Smith was born in 1886 to first generation German immigrants to Price County. He built his house, barn, and tavern on property he homesteaded in Phillips in 1903. Smith worked in regional lumber camps from his early teens until 1948. He retired from lumberjacking and began to build bas relief plaques and sculptures in the vicinity of his tavern, the Rock Garden Tavern. Smith's work evolved from two dimensional into three-dimensional sculptures and tableaux, which he built on an ambitious scale throughout his property. Smith's chosen medium was concrete. He ornamented early works with painted scenes and bas-relief glass embellishments, and created high-relief decorated surfaces, using glass, auto-reflectors, mirrors, and other found objects. Smith used an expressionistic style to capture the strong features of the various European immigrants to the region (Czech, Bohemian, Swedish, Finnish, German, Norwegian, and Polish). In this sculptural environment Smith created a cohesive panorama of local, regional, and national history, combined with legends derived from late 19th and early 20th century Northwoods culture. Fred Smith died in 1976. Today the Wisconsin Concrete Park is owned by Price County and maintained by the Friends of Fred Smith, a not-for-profit arts organization formed to preserve the sculptures, house, and landscape of the park, and to develop the interpretive and educational aspects of this cultural treasure for the public.
